San Luis Obispo, Ca

CALL TO ACTION:

The Board of Supervisors passed Resolution No. 2021-134 in 2021 supporting offshore wind. This passage was extremely premature as the ramifications and impacts of offshore wind were not known. The vote was 4 in favor with Supervisor Arnold recusing herself.

A good talking point for public comment would be the premature passage of this resolution.

For the last several years, the County of SLO has included Offshore Wind in their Legislative Platform - under the Board of Supervisors Priorities, yet they have failed to assess the support of the community in industrializaion of our county/harbors/ports. Talking points could include your concern with this and the premature action in support of Offshore Wind. The most recent document can be found here https://www.slocounty.ca.gov/departments/administrative-office/forms-documents/legislation/2023-legislative-platform with Offshore Wind mentioned on pages 11 and 13.

The Board did discuss an updated Legislative Platform on 1.14.2025, but made the following motion and did not adopt the new document.

MOTION: The Board approves the results of the straw-votes; authorizes staff and lobbyists to advocate for San Luis Obispo County, pending the County Administrative Officer bringing back a modified legislative platform document consistent with all the direction that was received from the Board today, at a later time.

The information on the “straw votes” can be found here in the minutes,

Under item #23 the Board will be considering support of current legislation. Two items are of interest and related but not specifically Offshore Wind:

AB 303 (Addis) Battery energy storage systems This bill restores local control over the permitting of large-scale battery energy storage systems (BESS), ensuring that communities have a say in significant energy projects being sited near them. B

SB 283 (Laird) Energy storage systems This bill ensures battery energy storage systems (BESS) meet the highest safety standards while advancing California’s clean energy goals.

In terms of SB 283, while some state that SB 283 strikes a critical balance between expanding clean energy and ensuring these projects are safe, responsible, and locally coordinated - after the Moss Landing incident, one might be concerned that the word “safe” may not be feasible, especially when located in an area close to other business, residential and schools
