This fight isn’t over! REACT Alliance is spearheading crucial initiatives to safeguard our ocean, its incredible wildlife, and the cherished Central Coast lifestyle from the threats posed by the Central Coast Offshore Wind Project.

Despite the January 2025 Presidential Action halting new OSW leasing and reviewing federal practices, offshore wind energy projects in the Humboldt and Morro Bay Wind Energy Areas (WEAs) are still forcefully moving forward with development, threatening our ocean, wildlife, and communities. 

REACT Alliance is now launching a critical initiative to stop these projects by partnering with Planet A* Strategies, led by Maureen T. Koetz, a former Congressional Counsel and Presidential appointee to the U.S. Air Force where she managed a $250 billion asset portfolio. Ms. Koetz is an offshore wind expert with decades of experience in energy policy and national security. She also served as an attorney with the U.S. Environmental Protection Agency, shaping environmental policy, and has represented sustainability interests at international climate conferences. Ms. Koetz recently produced a highly authoritative and impactful report for the East Coast, titled "Cancelling Offshore Wind Leases: Outer Continental Shelf Lands Act Non-Compliance in Offshore Wind Plant Leasing and Permitting Programs," identifying critical grounds to cancel OSW leases in Rhode Island and Massachusetts WEAs due to environmental, reliability, and national security issues.  

Now, with the support of REACT Alliance and your contributions, Ms. Koetz is focusing on producing a new report analyzing OSW leasing issues in California. This report will provide data to advocate for lease cancellation by the Department of Interior, empowering us to challenge OSW projects and ensure a sustainable future.

About the Project


OSW Leasing Review and Advocacy Report: Planet A* Strategies will conduct a 45-day review of OSW leasing in California, focusing on the Humboldt and Morro Bay WEAs, which span over 373,000 acres and would generate a mere 4,600 MW of unreliable floating OSW by the mid-2030s.

The report will analyze electricity reliability, environmental impacts, and compliance with federal laws like NEPA and the Federal Power Act, assessing:

  • Electricity supply, demand, and reliability under California’s Renewable Portfolio Standards (RPS).

  • Impacts on maritime species, fishing, and national security.

  • Grounds for lease cancellation under the Outer Continental Shelf Lands Act (OCSLA).
    The report will provide data, charts, and recommendations for advocacy, outreach, and potential litigation, empowering REACT Alliance to counter OSW projects at federal and state levels.

  • Save our Coast Fundraiser: Celebrating Our Coastal Communities

    Join us for a fundraiser to end offshore wind development on Saturday, July 26, 2025, from 1:00pm to 5:00pm at Tidelands Park in Morro Bay. Dance, eat, drink, play, and learn at this family-friendly event! There will be a Beer & Wine Garden, Guest Speakers, Food Trucks, Premium Raffle, and a Kids Zone. The schedule includes:

    • 1:00pm to 1:30pm: Rally & Flotilla

    • 1:30pm to 3:00pm: Live music by Jill Knight

    • 3:30pm to 5:00pm: Live music by Zongo All-Stars

Celebrate our coastal heritage with a day of music, art, and inspiration, with proceeds directly supporting our efforts to preserve the coastal environment and community integrity from offshore wind energy developments.

  • Shining the Light on Offshore Wind Energy Forum – A resounding success! (Click here to watch the recording of the Forum) Our recent forum on November 9, 2024, at Swallow Creek Ranch in Cayucos drew over 170 attendees who came together to explore the environmental, economic, and community impacts of offshore wind energy development. The event featured keynote speeches, interactive sessions, and concluded with music by Jill Knight and dancing until sunset, equipping our community with the knowledge to advocate for sustainable development that respects our local heritage and environment.
